Infrastructure constraints in Idaho center on the concentration of collections in Boise while rural county historical societies hold smaller but geographically unique footage of agricultural operations. Broadband speeds below 100 Mbps in many counties limit simultaneous digital transfer of multiple reels, requiring staggered upload schedules. Workforce constraints appear in the limited number of certified conservators within the state; most reside outside the Mountain Time Zone and charge travel premiums.
Readiness requirements include submission of a facilities report showing HVAC capacity to maintain 45 degrees Fahrenheit and 35 percent relative humidity. Applicants must also provide letters confirming access to a preservation laboratory within the continental United States, since no such lab operates inside Idaho borders. Proposals must detail how digitized files will be stored on redundant servers located in at least two geographically separate sites to mitigate seismic risk along the Snake River Plain.
Implementation proceeds only after the readiness checklist is verified by state reviewers.
