Low-income families in these areas rely on seasonal farm labor with median household incomes 22 percent below the national average. Dairy and potato production dominate the economy, yet local produce distribution remains limited outside direct farm sales.

Workforce constraints affect program design. Many rural health departments operate with one full-time nutritionist covering multiple counties, and transportation networks consist primarily of personal vehicles due to minimal public transit outside Boise and Idaho Falls. Partnerships with farmers' markets require coordination with the Idaho State Department of Agriculture's market vendor registry, which lists 87 certified markets but notes seasonal closures from November through April in northern counties.

Eligible applicants must document existing relationships with at least five active market operators in target counties and provide letters confirming willingness to accept subsidized vouchers. Budgets must allocate funds for market manager training on voucher redemption systems and for printing materials in both English and Spanish to reach agricultural worker households. Data on prior voucher redemption rates from the Idaho SNAP program will strengthen applications.
