Infrastructure varies sharply. Broadband speeds below 25 Mbps affect 28% of rural households, restricting online registration and follow-up recipe access. Commercial kitchen rentals cost 40% more in small towns due to limited competition. Transportation barriers mean participants in counties without public transit require coordinated carpools or mobile class formats.
Eligibility documentation must list specific counties served and demonstrate either on-site commercial kitchen access or plans for mobile equipment. Budgets should separate instructor travel, equipment depreciation, and participant transportation stipends. Proposals covering at least three counties outside Ada and Canyon receive higher operational scoring because they address documented rural service gaps.
Idaho's eastern border with Wyoming and Montana creates different supply-chain realities than western applications. Reviewers examine whether applicants have secured cold-chain transport for specialty ingredients and whether class schedules account for agricultural harvest calendars that affect participant availability from May through October.
