Application requirements include submission of a tribal consultation log documenting at least three meetings with each relevant tribe and written confirmation that sensitive items have been flagged for restricted access. Budgets must allocate funds for travel to tribal headquarters in Lapwai, Fort Hall, and Owyhee rather than relying on virtual meetings alone.
Idaho's sparse population density of 22 persons per square mile outside the Boise metropolitan area limits the pool of qualified digitization technicians. The state contains only two graduate programs in library science, both located in the southwest corner, creating workforce gaps for projects sited near the northern Panhandle or eastern Snake River Plain.
Unlike Montana applications, Idaho requires explicit mapping of record provenance against current reservation boundaries and demonstration that equipment will remain under state rather than federal control throughout the project period. Quarterly compliance reports must be filed with both the Idaho Commission on the Arts and the relevant tribal historic preservation officer.
