Idaho's outdoor-recreation workforce is concentrated in five central counties while the remaining 39 counties operate with fewer than 1.5 certified recreation-facility managers per 10,000 residents. The Idaho Department of Labor 2023 occupational census shows 312 certified climbing-wall instructors and 187 mountain-bike trail technicians statewide, 71 percent of whom are based in Ada or Blaine counties. This concentration creates a readiness gap for any project that must install or operate technical adventure infrastructure in the 33 counties classified as frontier by the state Office of Rural Health.
Local governments in these frontier counties maintain parks-and-recreation budgets averaging $14 per capita, compared with $47 per capita in Ada County. The resulting shortfall appears in capital-equipment inventories: only 14 of the 33 frontier counties own a single belay-certified climbing tower, and none maintain a fleet of adaptive kayaks rated for Class II rivers. School-district capital-improvement plans filed with the State Board of Education for fiscal years 2022-2024 allocate zero dollars for adventure-sports facilities, reflecting both limited tax base and absence of staff qualified to oversee such assets.
The funding opportunity therefore conditions disbursement on documented readiness across three domains. First, applicants must attach a signed memorandum from the Idaho Outfitters and Guides Association confirming that at least two certified instructors will be available for 120 program days per year. Second, they must present a maintenance-and-replacement schedule backed by a dedicated equipment escrow equal to 15 percent of the grant amount, held by a state-chartered credit union. Third, they must demonstrate that the proposed site lies within 25 miles of an existing emergency-medical-services station with wilderness-extraction capability, verified by the Idaho EMS Bureau.
Because Idaho contains 3,400 miles of designated wild-and-scenic river and 4.8 million acres of Bureau of Land Management land, reviewers assign 30 points to proposals that locate equipment caches on federal inholdings under Recreation and Public Purposes Act leases. An additional 20 points are reserved for projects that schedule quarterly skill clinics in counties with youth obesity rates above the state median of 14.8 percent. Reimbursement occurs in three tranches tied to verified instructor contracts, completed equipment inspections by a qualified third party, and submission of participation logs showing at least 60 percent of users reside in census tracts with median incomes below 80 percent of the county average.
