Idaho counties east of the Snake River Plain experience persistent gaps in baseline documentation of mining-era and agricultural structures. The State Historic Preservation Office’s 2022 inventory lists 1,147 properties in Lemhi, Custer, and Valley counties that lack measured drawings or digital photographs meeting Secretary of the Interior standards. This shortfall stems from the absence of local architectural historians and the high cost of mobilizing crews from Boise.
Local governments in these counties operate with fewer than two full-time planning staff, none of whom hold advanced degrees in historic preservation. As a result, Section 106 reviews for federal projects often rely on incomplete or outdated National Register nominations completed in the 1970s. Property owners and tribal governments on the Fort Hall Reservation have noted that many sites tied to Shoshone-Bannock history remain unrecorded, reducing eligibility for federal or state grants that require documented significance.
Technical assistance programs must therefore prioritize on-site training for county employees and volunteer survey teams. Workshops held in Salmon or Challis have shown higher retention when they include field instruction on drone photogrammetry and GIS data standards used by the Idaho State Historical Society. Remote video sessions alone have produced lower-quality submissions, according to internal office reviews conducted in 2023.
Funding that supplies portable documentation kits and reimburses mileage for travel between county seats can directly address these capacity shortfalls. Projects that schedule at least four multi-day site visits per county per grant year demonstrate stronger compliance with state documentation protocols than those relying on centralized Boise staff.
Idaho’s review process differs from neighboring states because applications must include letters from the relevant county commission confirming that collected data will be integrated into the county’s comprehensive plan within 18 months of project completion.
