Grant Overview
Idaho limits remote-learning technology awards to 501(c)(3) organizations whose service area includes at least three counties classified as frontier by the state health department. Eligible applicants must also show that 60 percent or more of participating girls attend schools where the student-to-device ratio exceeds 4:1. These criteria appear in the Idaho Digital Learning Academy's annual allocation guidelines.
Organizations must submit county-level enrollment data and device-inventory audits with each application. Proof of nonprofit status and a memorandum of understanding with at least one school district are mandatory. Reviewers reject proposals lacking signed district commitments or that rely on national enrollment figures rather than Idaho-specific counts.
Rural districts in the Panhandle and southeast Idaho report the largest gaps. Connectivity remains unreliable outside incorporated towns, and winter road closures can prevent equipment delivery for weeks. Nonprofits that propose mobile hotspot distribution or offline-capable tablets address these documented constraints more effectively than those assuming uniform broadband access.
Program designs that track pre- and post-intervention device usage hours and course completion rates align with state reporting requirements. Idaho's Commission on Hispanic Affairs notes that Latina girls in these counties face an additional language-access layer; applications incorporating bilingual interfaces therefore satisfy an explicit reviewer preference.
Idaho's frontier designation and limited last-mile infrastructure distinguish it from neighboring Utah and Montana programs, which operate under different connectivity thresholds.
