Local library directors state that existing devices are reserved for unemployment claims during daytime hours, leaving evening and weekend demand unmet. Workforce composition data from the Idaho Department of Labor indicates that 22% of jobs in these counties now require online applications or digital record-keeping.
Applicants must demonstrate existing agreements with county commissioners for after-hours facility access and must provide letters from local school districts confirming referral pathways. Budgets require separate line items for device refresh cycles and for satellite backup service where fiber is absent. Review panels examine whether proposed training curricula align with the Idaho Content Standards for digital literacy adopted in 2021.
The program must operate through libraries already participating in the state's LiLI-D digital library consortium. Proposals that include mobile hotspots for checkout receive additional points when the application shows coverage maps for unincorporated areas.
