Seasonal agricultural employment patterns concentrate low-income households in counties dependent on potato, dairy, and timber operations. These workers face irregular shift schedules that do not align with existing demand-response van services operated by regional councils on aging. Fuel price volatility in remote counties adds 18 to 24 percent to per-trip operating costs compared with urban Ada and Canyon counties.
Workforce constraints compound these barriers. Certified commercial drivers holding passenger endorsements represent less than 0.8 percent of the labor force in eastern Idaho counties, limiting expansion of community-based ride services.
Eligibility requires applicants to document current contracts with at least two Medicaid non-emergency medical transportation brokers recognized by the Idaho Department of Health and Welfare. Budget submissions must itemize fuel, maintenance, and driver wage costs using current Idaho Public Utilities Commission rural rate schedules.
