Agricultural and timber employers operate on irregular shift schedules that standard urban daycare licensing does not accommodate, requiring providers to document extended-hour staffing plans before funds are released.
State licensing data from 2023 shows that only 41 percent of existing childcare facilities in rural Idaho counties hold the additional emergency-response certification needed for this funding stream. This gap is largest in counties bordering national forests where seasonal wildfire evacuations further complicate staffing.
