Idaho limits participation to applicants 20 and younger who hold current Idaho driver’s licenses or learner permits and who have completed hunter-education certification through the Idaho Department of Fish and Game within the prior 36 months. The program further requires proof that the competitor’s primary training range lies within the state’s 44 counties, with an emphasis on those east of the Snake River where organized matches are fewer.
Documentation must include range membership cards, match results posted by the Civilian Marksmanship Program, and a signed statement from a parent or guardian confirming the applicant will use reimbursed funds solely for 2024 season events. Non-residents and individuals whose families maintain out-of-state primary residences are ineligible.
Infrastructure and Workforce Constraints in Idaho
Idaho’s 83,569 square miles contain only 12 ranges certified for national-level junior events, with six located in the Boise metropolitan area. Rural counties such as Lemhi and Custer report zero certified facilities, compelling families to travel 150–200 miles. The state’s shooting-sports workforce consists largely of volunteer coaches; the grant therefore demands a letter from a certified instructor verifying availability for the full season.

Capacity Gaps Specific to Idaho
Idaho’s population of 1.9 million is 37 percent rural, higher than any neighboring state. Economic reliance on agriculture, timber, and mining leaves many families without discretionary income for travel or equipment. The grant targets these households by reimbursing entry fees up to $400 per season after verification that the applicant competed in at least four in-state matches.
Unlike applications from Washington, Idaho requires documented proof of extreme rural delivery capacity due to frontier county designation and sparse range infrastructure. Data from the Idaho Department of Labor show that counties with median incomes below $52,000 account for 62 percent of approved recipients, reflecting the program’s focus on workforce and geographic constraints rather than urban participation.
