Local artists and curators pursuing the $100,000 award must demonstrate that prior work complied with county-level sign ordinances and state transportation department rules for structures within 500 feet of federal highways. Records from the Idaho Transportation Department indicate 22 rural counties enforce additional review layers for any installation exceeding eight feet in height.
